Pensioners
are promised a new Pension Credit which will come into effect from October
2003, guaranteeing a minimum level of income for all pensioners. In the meantime,
the personal allowances are increased this year in line with inflation, but
will be increased at above inflation for 2003/04. These increases are estimated
to take 170,000 pensioners out of the charge to income tax altogether.
